The vision of Gwalior which is synthesized by citizens, reflects their pride and attachment to the city, its rich heritage and a come-forward attitude for development. The word “comprehensive” forms the cross-cutting theme of the vision grounding the key economic drivers within the social, environmental and institutional frameworks for growth.

The SWOT analysis and citizen engagement exercises gave a clear blueprint that the HERITAGE and CULTURE assets of Gwalior are the cornerstones of the city. Its inherent strengths in EDUCATION, HEALTH and regional TRADE, clearly indicate its competitiveness which should be further strengthened to accentuate the strategic role of the city in the region. Gwalior is the pre-eminent city in northern Madhya Pradesh and caters to the Bundelkhand and Chambel region including parts of Rajasthan and Uttar Pradesh.

It can be further deduced from the SWOT analysis, city profile and citizen consultations, that the city is deprived of any organizes public transport and existing means of public transportation are continuously degrading the urban environment. Further the city has made impressive progress in creating jobs and investments in MSME but still has high proportion of urban poor and slum. This emphasizes the need for new employment opportunities for all sections of society and urban renewal at a pan city level.

Comprehensive development with a holistic approach perfectly complements the city’s envisioned transformation through heritage, tourism, trade, education and health sectors. The advantage with Gwalior lies in the abundance of land within the city which will provide it with a sustainable framework for complete urban transformation over the next 10 years.

The Vision and Strategic-Plan consolidates over six key Focus Areas (FA) addressing the outcomes from city residents and self- assessment:-

FA-1 : CITY IDENTITY AND CULTURE Carry forward Rich Heritage and Intangible Cultural Legacies, Tourist attraction etc.

FA-2 : CONNECTED AND ACCESSIBLE CITY Walk-able Neighborhoods, Speedy Connectivity and Safe Streets.

FA-3 : RESILIENT URBAN ECO-SYSTEM Reduced carbon-emission, balanced built-open ratio, up-graded living-environment for urban poor.

FA-4 : CITIZEN CENTRIC GOVERNANCE Good governance, technological penetration in governance processes  and responsible citizens.

FA-5 : COLLABRATIVE GROWTH Inclusive Economy, Increased city’s GDP and Per-Capita income.

FA-6 : EFFICENT URBAN INFRASTRUCTURE up-gradated physical infrastructure health and education facilities.

Based on the Focus Areas, following Goals (G) and Sub-Goals (SG) have been derived-

FA-1: CITY IDENTITY AND CULTURE

G-1: Strengthen Gwalior’s identity as the “Culture  Capital” of Madhya Pradesh

SG-1: Increase tourist arrivals to One Million by the year 2020  through tourism packages, improving tourist-circuit linkages and tourism infrastructure.

SG-2: Prepare a strategic plan for heritage revival and urban design, integrating it with City Master Plan to transform the city’s image in a holistic manner.

FA-2 : CONNECTED AND ACCESSIBLE CITY

G-2 : Enhance connectivity and enable seamless mobility to the last mile

SG-3 : Create Fast, Safe,  Affordable and Lucrative urban mass transit with a capacity to cater to 50% of the future traffic demand in next 10 Years.

SG-4 : Use clean mobility options with emphasis on walking and Non-Motorized  Transport (NMT)  by pursuing Transit Oriented Development (TOD)

SG-5 : Mitigate Mobility Constraints by developing Streets for All based over universal accessibility principles to support Pedestrians, Public Transport and Private vehicles

FA-3 : RESILIENT URBAN ECO-SYSTEM

G-3 : Attaining Higher Level of Urban Lifestyle by creating livable neighborhoods.

SG-6 : Satisfy the diverse housing demand by supplying 25,000 affordable and sustainable housing by the year 2020 to meet Housing for all shelter needs.

SG-7 : Increase Per-Capita Developed Open Space to 10 Sq.M per-person to meet the URDPFI Guideline standards in next 5 Years and restore natural ecosystems like rivers and ponds.

SG-8 : Ensure higher level of Sanitation by attaining 100% Segregation at source and Zero Open Defecation by the year 2020.

SG-9 : Urban Design Guidelines for ensuring higher level of safety over streets and public places.

G-4 : Constraining Net Carbon Footprint  by adopting green technologies.

SG-10 : Promote energy conservation through built-form and use clean energy to contribute  towards climate change goals .

SG-11 : Meet at lest 20% of the city’s total power demand through renewable source by the year 2020 under the Solar City Initiative.

FA-4 : CITIZEN CENTRIC GOVERNANCE

G-5 : Strengthening G2C linkages with a Responsive Government & Responsible Citizens

SG-12 : Ensure Good Governance by Extensive use of ICT and e-Governance into various governance processes.

SG-13 : Establish platforms for maximizing stakeholder collaborations in providing innovative solutions for urban management.

SG-14 : Establish a city fund for supporting smart technology initiatives which will improve urban service delivery and innovation.

SG-15 : Creating a sense of responsibility and belonging ness to the city among the citizens to enforce participatory planning in decision making.

FA-5 : COLLABORATIVE GROWTH

G-6 : Fostering inclusive economy by Leveraging local talent and  Economic Potentials of the region to create additional 1 Lakh employments in the city.

SG-16 : Capitalize on existing knowledge institutions to develop livelihood skills with focus on urban poor.

SG-17 : To fall among the Top 10 Cities in India for Ease of Doing Business by next decade via creating a progressive environment for local traders, businesses and Start-up Initiatives.

FA-6 : EFFICENT URBAN INFRASTRUCTURE

G-7 : Provide equitable and quality infrastructure to enhance Quality of life of citizens.

SG-18 : Ensure 100% coverage of  24*7 Water Supply and Electric Supply in next 5 years.

SG-19 : Mitigate Digital Divide and Ensure Last-Mile Cyber Connectivity.

G-8 : Expanding potentials of regional leadership in the field of education and health.

SG-20 : Promote Gwalior as an education hub by creation of knowledge parks and incubation  centers

SG-21 : Establish Gwalior as a medical value tourism hub for the region by establishing super-specialty hospitals, medical schools and accommodation facilities.
